Some small chips to enamel and surface wear, but with original and functional pin fitting. Circa 26mm in diameter. My thanks to James for the following confirmation:

"As the Christmas season approached in 1914 and with it the stark realisation that the war would not be over by then (as many had hoped), Alderman Grimshaw , the Mayor of Wigan, launched a fund in order to provide Christmas presents for the 3,600 children of soldiers and sailors from Wigan fighting away from home. Each child of 14 years or younger was presented with this attractive enamelled medallion (Pin & clasp fitting to reverse) together with a 1lb box of chocolates of a high quality from Rothwell of Golborne on Christmas Eve 1914.
The centre of the badge bears the Wigan Borough Coat of Arms - a symbol of the Moot Hall, Wigan, Greater Manchester.
